This report summarizes the fi ndings from a series of analyses conducted to assess the extent to which health care fi nancing arrangements impact the likelihood that Medicaid recipients diagnosed with depression or schizophrenia receive mental health treatment that is consistent with recommended practice guidelines. Data from a sample of Florida Medicaid enrollees diagnosed with severe mental illnesses who participated in a study funded by the Substance Abuse and Mental Health Services Administration (SAMHSA) examining the eff ects of managed care on access, quality, and cost of care were used in these analyses. Th ese data were integrated with various administrative data to determine the extent to which adherence to recommended practice guidelines: 1) was associated with the strategy used to fi nance care, 2) improved clinical outcomes, and 3) was cost-eff ective.
